pretty sure ADL did once produce fake pepes, however I've heard the reason why this did not show up any results on tineye was due it being a low quality crop with a watermark in the corner, searching for cropped images generally yields no results

I may be wrong but I think several 4chan archive sites are blacklisted on tineye, also the KKK pepe image is most likely not the full resolution version of the image. The original image of pepe smiling is higher resolution

You can search the filehash on Desuarchive and 4plebs. It won't yield the original result, obviously but it will give a good idea on when it was created
